Action Plan For Flyovers


Dear All,

We have received numerous complaints and suggestions from citizens about overtaking on flyovers, wrong side driving, commuters taking U-turns dangerously on flyovers. Thus to address the above issue a tender has been floated for installing dividers on the complete stretch for all the flyovers in the city.

Tendering process is underway and soon all the flyovers will have dividers. We thank you for your suggestions and inputs.

Who can issue you a Spot Challan for Traffic Violations?


Only traffic officers of the rank of sub-inspector and above have the powers to impose fines.The Rank below SI can only click the vehicle photograph or detain it for any violation until a SI comes. Also,If you are charged falsely, accept the slip. Note the name and rank of the officer, give a written complaint with all the details at Asst Commissioner of Police, Admn, Traffic Branch, Police Control Room, Opp: Public Garden, Nampally, Hyderabad, India

Any police officer in uniform including Law and Order Police personals above the rank of Sub Inspector of police can impose fine. Any police officer in uniform can check the documents. In fact the Traffic police are not different from general police (Law and Order Police). Just for the sake of traffic maintainance the force has been bifurcated and white shirt has been given for identification. Otherwise all the police comes under the Andhra Pradesh Police.

Officers are authorized to check for necessary documents in order to enforce rules. Traffic Diversions On the Occasion of Ganesh Chaturthi





!!!  TRAFFIC DIVERSION N O T I F I C A T I O N    !!!
           In exercise of powers conferred upon me under Section 21(1) (b) of Hyderabad City Police Act I, A.K. Khan, IPS., Commissioner of Police, Hyderabad City do hereby notify for the information of general public that in order to relive congestion to maintain smooth flow of traffic and to ensure public safety and order in connection with the sale and transportation of Ganesh Idols in Dhoolpet area the following restrictions are imposed from 0800 hrs on 28-08-2011 to the midnight of 01-09-2011.

           I. No vehicle will be allowed from Bhoigudakaman X Roads towards the Gandhi statue Puranapool via Mangalhat P.S.

           II. The traffic coming from Ek-Minar Masjid and Malakunta intending to go to Puranapool has to take left turn at Darusalam and proceed Purnapul via Panmandi, Ghode ki khabar, Jhinsi chowrai, Jumerat Bazar and Puranapul.

           III. Traffic coming from Asifnagar intending to go to Purana pool will be take right turn at Aghapura X Road proceed towards Ghode ki khabar, Jinsi Chowrahi, Gulzar Baitak, Jummerath Bazar and Purana pool.

           IV. Traffic will not be allowed to go from Gandhi statue towards Bhoiguda Kaman.

           V. Lorries, DCM’s which come for the purchase of lord Ganesh Idols must park their vehicles at jummarath Bazar ground and they will be allowed only at midnight 12”O” clock to take the idols.

           VI. Two wheelers and cars comes from Purana pool side for purchase of idols will be park in Raheem pura lane.

           VII. The vehicles coming from Seetharam bagh and Darusalam side can also park in the lanes of Aghapura and go by walk for purchase of idols.

           VIII. Vehicles i.e., Auto Trallies , DCM’s Lorries and other vehicles which are coming to carry Ganesh Idols will be enter from Gandhi Statue Puranapool and exit through Boiguda Kaman.

           IX. No Vehicle will be allowed either empty or with Ganesh Idol in opposite direction i.e, from Boiguda Kaman , Shankar Café, P.S. Mangalghat, Jali Hanuman and Puranapool.

           All are requested to co-operate with the traffic police.

Breakup of E-challan Service Charge


The fine amount paid by you for a violation which is generated from E-challan system includes fine amount of Rs. 100 (Old Fine amount, For New Fines Please visit http://hyderabad.trafficpolice.co.in/2011/08/government-order-108-increasing-fine.html ) plus a service charge of Rs.35. Please do not pay more than the fine amount plus service charge at E-seva Center. The fine amount for e-challans can only be paid at E-Seva Centers and Online sites such as www.aponline.gov.in or www.esevaonline.com. The total amount paid by you goes to Govt. Treasury and does not come to Hyderabad Traffic Police. We only get funds allotted to us by Budget.

Procedure for Transfer or Sale of Ownership of a Vehicle at Andhra Pradesh

(1)
Where the ownership of a motor vehicle is transferred, the transferor shall report the fact of transfer in Form 29 to the registering authorities concerned in whose jurisdiction the transferor and the transferee reside or have their places of business.
(2)
An application for the transfer of ownership of a motor vehicle under sub-clause
(i) of clause (a) of sub-section (1) of Section 50 shall be made by the transferee in Form 30, and shall be accompanied by:-










(ii)
the certificate of registration
(iii)
the certificate of insurance,
(iv)
the certificate of pollution under control
(v)
PAN card in case of 4-wheeler
(vi)
The appropriate fee as specified in rule 81.
(3)
An application for transfer of ownership of a motor vehicle under sub-clause (ii) of clause (a) of sub-section (1) of section 50 shall be made by the transferee in Form 30 and shall, in addition tot eh documents and fee referred to in sub-rule(2), be accompanied by one of the following documents, namely:-









(a)
a no objection certificate granted by the registering authority under subh-section (3) of section 48; or
(b)
an order of the registering authority refusing to grant the no objection certificate under sub-section (3) of section 48;
(c)
where the no objection certificate or the order, as the case may be, has not been received, a declaration by the transferor that he has not received any such communication together with:-







(i)
the receipt obtained from the registering authority under sub-section (2) of section 48; or
(ii)
the postal acknowledgement received from the registering authority where the application for no objection certificate has been sent by post.

What are the options in a On-the-Spot-Challan?

Spot Challan

If anyone violates a rule a Spot challan will be written and the individual will be asked to pay the fine amount. If the individual does not have money, then either the individual has to surrender his original Certificate of Registration(RC) or Driving License(DL). If the individual does not carry the original RC or DL (or permit in case of transport vehicles), ultimately the vehicle will be detained and challan will be issued with that effect. If the individual wants to pay on the same day, it can be paid at the Police Station and the individual can get the documents or vehicle released. If the individual pays on the next day or after, the individual has to pay at the Traffic Compounding booth and get his RC or DL from the compounding booth and get the vehicle released from the Police Station concerned by showing the paid challan slip issued by the Compounding booth. 

The court comes into picture when the individual approaches for contesting/opposing the case. If court feels that the individual is at fault, he has to pay in the court and if the case comes in the individual's favour, the individual need not pay at all, the court orders the police to give back the documents or vehicle to the individual.

Why is Vehicle Insurance Compulsory?


Auto insurance(Third Party Insurance ) protects you from being financially responsible for an accident. By law you must have vehicle insurance if you want to drive on the road and without it you can be fined, lose your license, go to jail and also be sued depending on the seriousness of the accident you caused. Even if you're pulled over without car insurance you can be fined though which means you must have and maintain auto insurance. It is compulsory under the Motor Vehicles Act 1988.Under Section.196. Driving uninsured vehicle. Whoever drives a motor vehicle or causes or allows a motor vehicle to be driven in contravention of the provisions of section 146 shall be punishable with imprisonment which may extend to three months, or with fine which may extend to one thousand rupees, or with both. : For legal purposes motor vehicles are often identified within a number of vehicle classes including automobiles or cars, buses, motorcycles, motorized bicycles, off highway vehicles, light trucks or light duty trucks, and trucks or lorries etc,.Vehicle insurance protects you from being financially responsible for an accident. Traffic Action Plan 2011-2012!


!!!   TRAFFIC ACTION PLAN 2011 – 12!!!

          The Traffic Action Plan for the year 2011-12 is designed to consolidate upon the gains achieved in the previous Action Plan of 2010-11.

          1. To further increase the average speed of vehicles: 1. The peak hour speed used to be 12 KMs per hour in early 2010 which increased to 17 – 18 KMs per hour by March, 2011. 2. The non-peak hour average speed has also increased to 20-22 KMs per hour for all vehicular traffic. 3. We will try to take average speed to around 20-21 KMs per hour in peak hours and around 25 KMs per hour in non-peak hour traffic by implementing all the measures in Traffic Action Plan – 2011-12.

          2. To instill a sense of discipline and respect for traffic rules in the various segments of traffic like private vehicle owners, RTC and other buses, Autos etc. through stern enforcement and education.

          3. To further bring down the accident rate through appropriate engineering – enforcement – education measures.

          4. To further change the orientation of the Hyderabad City Traffic Police from VIP movement facilitation to smoother public vehicles movement.

          5. To increase respect for Traffic Police through strict and honest enforcement and dedicated duty.

          6. To take care of the health and welfare of the traffic Home Guards, Constables and Officers.

          1. About 23.5 lakh vehicles and 2. 6 lakh vehicles in Cyberabad area = 29.5 lakh in GHMC area. 3. 600 being added everyday in Hyderabad City. 4. 2.5 lakh vehicles being added in GHMC area, every year. 5. Projected to cross 45 lakh by 2015.

http://www.htp.gov.in/images/44.gif10 MAIN OBSTACLES TO FREE FLOW OF TRAFFIC:- At a brainstorming session, the traffic police officers identified 10 main obstacles to free flow of traffic in Hyderabad City.

1. Wrong Parking and parking place conversion.
2. Encroachments on footpaths / roads.
3. Poor traffic infrastructure like signals, roads, signages, junctions etc.
4. Bottlenecks – both natural and religious.
5. VIP movement.
6. Road cutting by Government agencies / no restoration.
7. Dharnas, processions etc on roads.
8. 3500 RTC buses / 70,000 autos parking – indiscipline.
9. Lack of any budget to Traffic Department to take up Traffic Improvement measures.
10. Manpower shortage in Traffic Department.

          The Traffic Action Plan 2011 – 12 will be mainly tackling these 10 obstructions and The Traffic Action Plan will be carried under the “3+1 Es” of the Traffic Management i.e. 1) Enforcement 2) Engineering and 3) Education. Additionally, we are adding a fourth E i.e. 4) ‘Enablement’ this year.

IV. 4th ‘E’ - ENABLEMENT:- Through enablement, steps will be taken to strengthen the traffic department – both legal and departmental.

1) Creation of new Traffic Police Stations:-

          On experimental basis in 2010 the S.R.Nagar Traffic Police Station was made operational under the charge of one Inspector and a strength of 3 SIs, 1 HCs, 23 PCs and 68 HGs drawn from the strength of Traffic P.S.Panjagutta. After the experiment of the new Traffic Police Station, tremendous improvement in the traffic situation was brought about in the neglected areas like Yousufguda, S.R.Nagar etc.

          In 2001, total number of vehicles in Hyderabad City was 10.91 lakhs. In 2011, total number of vehicles in Hyderabad City is 23.90 lakhs. i.e. 13 lakhs increase in 10 years.

          In view of the increased number of vehicles and large area which the concerned Inspectors are unable to supervise, it is proposed to create more Traffic Police Stations under charge of Inspector. They are :

          a) Jubilee Hills Traffic P.S. which will be carved out of Banjara Hills Traffic P.S. (Jubilee Hills Tr.PS. will have Jubilee Hills L&O PS Jurisdiction while Banjara Hills Tr.PS. will have Banjara Hills L&O PS jurisdiction)

          b) Nallakunta Traffic P.S. to be carved out of Kachiguda Traffic P.S. (Nallakunta Traffic PS will have Osmania University and Nallakunta L&O PSs jurisdiction while Kachiguda Traffic PS will have Kachiguda & Amberpet L&O PSs jurisdiction)

          c) Maredpally Traffic P.S. to be carved out of the present Trimulgherry Traffic P.S. (Marredpally Traffic PS will have Karkhana, Marredpally & Tukaramgate L&O PSs jurisdiction while Trimulgherry Tr.PS. will have Trimulgherry, Bowenpally and Bollarum L&O PSs jurisdiction)

          d) Tolichowki Traffic P.S. out of Asif Nagar Tr.P.S. (Tolichowki Tr.PS. will have Golconda and Langer Houz L&O PSs jurisdiction while Asifnagar Tr.PS. will have Asifnagar, Humayun Nagar and Tappachabutra L&O PSs jurisdiction)

          More Traffic Police Stations like Narayanguda Tr.PS., Afzalgunj Tr.PS., Bahadurpura Tr.PS., will be created in the coming days to cope with the increased traffic and large jurisdictions.

2) Enforcement powers to ASIs:-

          106 ASI posts sanctioned for Hyderabad Traffic and 24 SI posts reduced. Proposal to delegate powers to write challans to Asst. Sub Inspectors of Hyderabad Traffic Police is pending in Government. Will improve enforcement activity. Will treat ASIs on par with SIs.

3) Budget for Traffic Department:-

          Proposal to give back 25%, if not 50% of fine amount, for traffic improvement measures, is pending. Other proposals for financial sanction are pending – will pursue.

4) Traffic fines enhancement:-

          Proposal pending in Government to increase traffic fine amounts under MV Act - will pursue it to make enforcement more effective.

5) Prepaid Auto Books in Railway Stations / MGBS:-

          Proposal pending in Government, will pursue to get the G.O. This is to provide relief to the railway passengers. After watching performance, they will be extended to MGBS, Kachiguda Railway station etc.

6) Staggering of timings of offices / colleges - schools:-

          Till now start and close times of schools, and film theatres has been done. This year we will have meetings with college managements and private offices to stagger their start – close timings so as not to clash with peak hours. Now school – college zones will be categorized into A, B, C categories.

C Category – 3 to 4 schools or colleges within 500 to 750 meters radius.
B Category – 5 to 7 schools or colleges within 500 to 750 meters radius.
A Category – 8 and above schools or colleges within 500 to 750 meters radius.

          Timings will be staggered as per the above categorization by 15 minutes in closing and opening in consultation with Education Department and School / College Managements.

7) Traffic Department functioning:-

          a) Do’s and Don’ts of the Department to be implemented more strictly.

          b) Visibility of Traffic Police has increased greatly. At all junctions traffic police are available from 8 am in the morning to 10 pm in the night.

          c) SIs, Inspectors and ACP’s are continuously seen on road now. DCP’s and Addl. DCP’s spend lot of time on roads, surprising and checking performance and absentees etc. Effective functioning apart from availability and visibility will be focused upon 2011, so that the actual violators of traffic rules are penalized.

          d) Orientation of Traffic personal and officers from VVIP traffic management to congestion management was brought about in the year 2010 and will be taken forward in 2011. Credit will be given to the officers and men who facilitate VIP movement by minimum stoppage of traffic which requires expertise.

          e) Officers and men will focus more on clearing buildup or waiting traffic after VIP passes i.e. clearing post VIP movement congestion.

          f) Traffic Police will go further in informing motorists about diversions through flex’s, mike announcements, FM Radios, TV Channels etc.

          g) The Commissioner of Police will be requested to fill up the vacancies of RSIs, SIs and Inspectors and also to post as many as PCs to cover more point to help in better traffic management - presently there are 30% vacancies in all ranks.

          h) Enforcement philosophy will be changed to catch actual violators and more effectiveness.

8) Men Welfare:-

          a) Traffic umbrellas have been setup at over 350 junctions to allow them to sit while on duty in non-peak hours. These umbrellas will be improved further.

          b) The following traffic equipment is proposed to be supplied to the men and officers to facilitate their functioning:

1. Helmets
2. LED batons
3. Rain coats
4. Proper shoes
5. Oxygen concentrators
6. Water purifiers in Traffic Police Stations
7. Water bottles/flasks
8. Goggles
9. Glucose
10. Rs.400/- summer allowance.
11. Kit bags to carry above material.

          c) Regular health checkup camps will be continued this year also.

          d) One disposable nose mask is being supplied every day to traffic personnel right from Home Guard to Addl. C.P. to protect them from the pollution on the roads.

9) Constables / Officers Rewards Scheme:-

          HGs working without absenteeism will be specially rewarded. Spot rewards for PCs/HCs/SIs found to be doing sincere duty in my surprise checks. Every month, every station (18), Best HC/PC - Cash reward of Rs. 200/-, Best HG - Cash reward of Rs. 200/-. Every Zone (6)

          1 Best SI - 250/- + Certificate - Able / Mike will decide.

          1 Best Inspector based on - every 3 months performance of all 3 Es. - Rs. 2000/- + Certificate – DCP’s + Addl. CP will decide.

          Best able officer (ACP) - every 6 months based on 3 Es performance - CP’s Commendation letter – DCP’s + Addl. CP will decide.

          Rewards will be given on every 1st Saturday Parade for the previous month.

          Criteria will be sincerity in duty, regularity, neatness, professionalism in duties for HCs/PCs/HGs and in addition to the above enforcement work, control over subordinates, keeping carriage way clear in jurisdiction, integrity in discharge of duties, to the SI and above rank officers, carrying out special drives effectively etc.

Be very patient, polite with public. 


Keep junctions free of parking.


Be alert to traffic congestions and communicate with neighboring junctions.


Maintain equipment supplied carefully.

Keep roads free of  wrongly parked vehicles, free of encroachments and check other offences.


Look after welfare of PCs/HGs.


Keep checking their reporting, presence, absence at duty points by surprise.

Take up challaning work personally.


Keep area clear of wrongly parked vehicles, encroachments.


Look after welfare of men, their health, be human and polite to them.


Ensure SIs/PCs/HGs do their duty properly, report on time.


Look after maintenance of various enforcement/traffic equipment supplied.


Carry out instructions of Addl. CP and DCPs sincerely.


Carry out special drives on various offences with special interest.
