Traffic Action Plan 2011-2012!

!!!   TRAFFIC ACTION PLAN 2011 – 12!!!

The Traffic Action Plan for the year 2011-12 is designed to consolidate upon the gains achieved in the previous Action Plan of 2010-11.

http://www.htp.gov.in/images/44.gifOverall Objectives of the Traffic Action Plan:-

          1. To further increase the average speed of vehicles: 1. The peak hour speed used to be 12 KMs per hour in early 2010 which increased to 17 – 18 KMs per hour by March, 2011. 2. The non-peak hour average speed has also increased to 20-22 KMs per hour for all vehicular traffic. 3. We will try to take average speed to around 20-21 KMs per hour in peak hours and around 25 KMs per hour in non-peak hour traffic by implementing all the measures in Traffic Action Plan – 2011-12.

          2. To instill a sense of discipline and respect for traffic rules in the various segments of traffic like private vehicle owners, RTC and other buses, Autos etc. through stern enforcement and education.

          3. To further bring down the accident rate through appropriate engineering – enforcement – education measures.

          4. To further change the orientation of the Hyderabad City Traffic Police from VIP movement facilitation to smoother public vehicles movement.

          5. To increase respect for Traffic Police through strict and honest enforcement and dedicated duty.

          6. To take care of the health and welfare of the traffic Home Guards, Constables and Officers.

http://www.htp.gov.in/images/44.gif10 MAIN OBSTACLES TO FREE FLOW OF TRAFFIC:- At a brainstorming session, the traffic police officers identified 10 main obstacles to free flow of traffic in Hyderabad City.

1. Wrong Parking and parking place conversion.
2. Encroachments on footpaths / roads.
3. Poor traffic infrastructure like signals, roads, signages, junctions etc.
4. Bottlenecks – both natural and religious.
5. VIP movement.
6. Road cutting by Government agencies / no restoration.
7. Dharnas, processions etc on roads.
8. 3500 RTC buses / 70,000 autos parking – indiscipline.

The Traffic Action Plan 2011 – 12 will be mainly tackling these 10 obstructions and The Traffic Action Plan will be carried under the “3+1 Es” of the Traffic Management i.e. 1) Enforcement 2) Engineering and 3) Education. Additionally, we are adding a fourth E i.e. 4) ‘Enablement’ this year.

IV. 4th ‘E’ - ENABLEMENT:- Through enablement, steps will be taken to strengthen the traffic department – both legal and departmental.

After the experiment of the new Traffic Police Station, tremendous improvement in the traffic situation was brought about in the neglected areas like Yousufguda, S.R.Nagar etc.

In 2001, total number of vehicles in Hyderabad City was 10.91 lakhs. In 2011, total number of vehicles in Hyderabad City is 23.90 lakhs. i.e. 13 lakhs increase in 10 years.

In view of the increased number of vehicles and large area which the concerned Inspectors are unable to supervise, it is proposed to create more Traffic Police Stations under charge of Inspector. They are :

          a) Jubilee Hills Traffic P.S. which will be carved out of Banjara Hills Traffic P.S. (Jubilee Hills Tr.PS. will have Jubilee Hills L&O PS Jurisdiction while Banjara Hills Tr.PS. will have Banjara Hills L&O PS jurisdiction)

Till now start and close times of schools, and film theatres has been done. Credit will be given to the officers and men who facilitate VIP movement by minimum stoppage of traffic which requires expertise.

          e) Officers and men will focus more on clearing buildup or waiting traffic after VIP passes i.e. clearing post VIP movement congestion.

          f) Traffic Police will go further in informing motorists about diversions through flex’s, mike announcements, FM Radios, TV Channels etc.

          g) The Commissioner of Police will be requested to fill up the vacancies of RSIs, SIs and Inspectors and also to post as many as PCs to cover more point to help in better traffic management - presently there are 30% vacancies in all ranks.

          h) Enforcement philosophy will be changed to catch actual violators and more effectiveness.

8) Men Welfare:-

          a) Traffic umbrellas have been setup at over 350 junctions to allow them to sit while on duty in non-peak hours. These umbrellas will be improved further.

  1. This is fantastic work HTP! Highly commendable and extremely professional. I wonder why no one has commented on this post yet.

We're all generally law abiding citizens, but what does one do when he is not aware of the law/breaks the law in ignorance? Educate them. You've made an excellent start by focusing on education. May I suggest that you compile a book of "Traffic rules, practices and safety" and distribute them as PDFs? I'm willing to spend my free hours to help compile/edit such a book.

Back in Texas, USA the department of motor vehicles distributes such books for free for everyone requesting them. In India we may not be able to do that, but an official book from HTP available from publishers for a fee will be good!

Thank you and let me know how I can help as a volunteer.

    Sanjay

  2. Dear Sanjay,

There is a traffic book, we will upload it and will also take inputs from the manual you have sent to improve it further.

  5. Dr C V Anand. A good road map. One suggestion, why should the Traffic Police ask for just 50% of the fines collected from the government. If you ask me all the 100% should come back to the department so that it can use the amount for better traffic management.

  6. wonderful sir. i hope people follow rules strictly. this action plan is very effective. I appreciate the work sir, and feel proud we have such an officer with us in hyderabad.

  7. The above initatives taken by HTP are definately going to improve a lot of traffic problems.
in the same context, i would like to suggest a point to HTP which will help to control the traffic problem a lot.
    1. Having a seperate BUS LANE marked clearly on the left side of the road so that the buses move in that lane only.
Sir, this thing has been implemented by Delhi Traffic Police department and i have seen it myself that it helps to control the traffic congestion a lot. In Hyderabad, as of now the RTC buses occupy the complete road and they keep moving from one lane to another without giving any signal and sometimes the buses running on the same route, they race against each other to pick more passengers and at certain bus stops they stop the bus in the middle of the road so that the buses behind them can't overtake them specially seen near PATNI and PARADISE bus stops.
A Seperate BUS LANE will curb these problems. So i request HTP to look into this suggestion and try to bring some regulation related to this.

  8. Execellent... Hope, this should work for sure, if all the force works as a team! Gr8 efforts put by people to make this action plan... :claps:

  9. Improving Traffic and road conditions will go a long way in improving the life in Hyderabad.

    Kudo's to all departments involved.

  10. the road map to congestion free road looks good.like its rightly said , we have to play our roles to make it effective. the ten points jotted down as the main cause for slow moving traffic is right , there are a few more aspects which go unnoticed. firstly , the goods auto's / tata ace's & the like are severely overloaded. they are always driving on the extreme right of the road slowing down the traffic drastically, now this becomes irritating , as they do not give way. secondly , the same smaller goods vehicles carrying over length materials like iron rods & pipes & like. i suggest the HTP penalizes these vehicles heavily to discourage such practices.
assuring our support to HTP at all times...to make our roads safe & faster to meet the common goal.

    ReplyDelete
  11. I totally agree with Himanshu. HTP should come up with strict rules especially to major violators like RTC buses, Autos & any goods carriers. All this category vehicles need to be on left lane. HTP should maintain Mobile Staff inorder to ensure Traffic is in flow as per lane. The funds can only be brought by imposing fines there and then on Violation of Rules.
HTP i request you to please come with a immediate action plan to impose Lane discipline. We are available for any support required at any point of time.

  12. HOW MANY TIMES WILL CHALAN A VEHICLE PLEASE PUT A RESTRICION,MEANS IF MORE THAN NO. OF CHALLANS U WILL BE SEEZE THE VEHICLE OR CHARGED HIGH AMOUNT OF CHALLAN....IT'S MY OPINION.
AND POLICES ARE DOING LOOK LIKE A GUNDA'S MEANS WHENEVER THEY STOP THE VEHILCE DIRECTLY COME TO THE VEHICLE TAKE THE KEY WENT FROM THERE THAT TIME THOSE ARE NOT ASKING ABOUT DOCUMENTS JUST TAKE THA KEY AND WENT FROM THERE SOME POLICE DOING LIKE THESE,IS IT CORRECT.????

  13. the road map seems to be good....all the best for implementation...really disappointed to see the reward for good work is just Rs 200/- for a constable...the point is if he wishes to make money he can make the same amount in not more than 20mins...kindly give it a thought...if possible increase it to atleast Rs 1000/- to get better results..

  14. Sir, while waiting at signals for even the one or two minutes, all of us experience the sever pollution present there. so it would be shocking to understand how much pollution our constables are subjected to everyday. while i understand the HTP is conducting certain prograsmmes like oxygen masking once in a while, and health checkups, is it possible to build cabins at crossroads(most crossroads where pollution is unbearable already have some kind of cabin) with airtight glass or plastic with atleast an air filter? an air conditioner might be expensive, but for all the road taxes and stuff the citizens pay, it is only proper that the govt staff is taken care of. what is the point of payig among the highest taxes in the country if our staff is not happy?

    ReplyDelete
  15. and sir, i have been asking for a proper rulebook . i am in confusion with few rules like hazard lights, when to use, etc. is an updated rule book available? because our MVact is quite old.

  16. Nice .. good action plan, very Happy if it is deployed has planned, but one small modifications
    1. Reward prize for constable shld be raise to 500/- or 1000/- (200/- is very minimal)

  17. Where are you utilizing the technology. please do not rely on manpower. Please utilize the advancing technology. Look at the traffic needs of 2020 and 2030 and not just at 2012
