e-Challan System Launched by Hyderabad and Cyberabad Police

Hyderabad and Cyberabad Police together launched Integrated e-Challan system on Friday, 9th January 2015. This marks a significant move and shift from having separate systems where both Hyderabad and Cyberabad used to issue e-challans separately on vehicles violating traffic rules in the respective areas of Hyderabad and Cyberabad. The collection of the e challan was also done by each Police department differently in there own areas only.

Launch of Integrated e Challan

e Challan Launch

e Challan System
In Traffic Police enforcement e Challan is a way enforcing traffic fines for violation of traffic rules. In e challan a physical copy of the challan is not issued on the spot but a digital e challan is generated based on a photographic evidence. While all traffic violations are not covered by e challan many of them which can be proven with a photograph are included in this type of enforcement for traffic rules.

Some of the traffic violations for which e-challan is generated at Hyderabad and Cyberabad are

1. Wrong Side Driving/ One Way Violation/ U Turn Violation
2. Mobile Driving
3. Speed Limit Violation
4. Signal Jumping
5. Parking Violation
6. Overloaded Vehicle/Triple Driving
7. Stop Line Violation
8. Vehicle Number Plate

In general any violation with regards to the driving skills is or can be issued a e-challan on the basis of the photograph. Violation with regards documents are not covered under it except valid insurance violation for which Cyberabad Traffic Police has started issuing e challan.

E Challan for Insurance
Cyberabad Traffic Police in one of its first initiatives in India has integrated there e-challan system with the database of Insurance Regulatory Authority of India to issue ticket to vehicles who do not renew there Vehicle Insurance on time. Such vehicle are automatically issued a traffic challan.

Spot Challan System
As we move ahead most of the traffic police India wants to do away with the system of spot challan. In this system vehicles are stopped for any violation with regards to driving and also checked for any violation of traffic rules with regards to documents. Hyderabad Traffic Police and Cyberabad Traffic Police have almost done away with the system of Spot Challan and majority of the traffic violations in both cities are now issued a e-challan. Collection of e-challan has also been made cashless. This is to bring in transparency and reduce instances of corruption on roads.

Hyderabad Police and Cyberabad Police
Hyderabad Police and Cyberabad Police operate as separate bodies when it comes to implementation of Law and Order. This was done to provide better policing at both the areas. Hyderabad has a higher population than Cyberabad while Cyberabad is almost 10 times bigger than Hyderabad. Integration of e-challan and the launch of a system which functions seamlessly at both the commissionerates ensures that a traffic violator in one area does not seek refuge in the other area.

How does your life of a commuter change with this?
Launch of this system ensures that citizens of Hyderabad and Cyberabad can expect more transparency and do not have to check there e-challan at two places. It also simplifies the process of contesting wrong e-challan through a single portal.

a. Wrong Challan
Most of the wrong e-challans can only be contested on the grounds of manual error using the 'Report Us' button at the e-challan website.

While esevaonline and aponline options were previously available, eseva website has many issues with its website besides the security feature. Credit Card option to make payments is only available at esevaonline. The site still gets stuck on several occasions and is not completely secure.

For any payments of echallan the suggested mode is Netbanking.

Procedure to Pay Traffic Challan Online

Note: E-Challan Site is down on some occasions.

Learn More about about e-Challan below

What is e-Challan?

e-Challan from Traffic Police is an electronic form of Traffic Challan which is generated on the basis of Traffic Violations committed by a Road User captured on camera. e-Challan is backed by a photographic evidence which a vehicle owner can request from Traffic Police to ascertain his violation. eChallan copy with details after generation is sent to the address available against the vehicle in RTA database. There are two types of traffic challans generated across Hyderabad . One is e-Challan and the other is Spot Challan, you can find the difference here.

e-Challan Traffic Fine Rates

e-Challan fine rates are not different from a normal spot challan which a user has to pay. At ocassions a Spot Challan can be more depending on the number of sections of violation a road user has committed. Every traffic fine is accompanied with the sections under the Motor Vehicle Act which a user has violated. You can find all traffic fine rates and sections under which a vehicle is fined here.

e-Challan Generation

Hyderabad and Cyberabad Traffic Police make use of various ways to capture the traffic violations on road on camera. As mentioned earlier that a photographic evidence is required for generating e-challan, which makes it necessary to use latest available technologies to take the snap of a road user in action. There are 6 methods used for this which are mentioned here.

e Challan Photo Proof Check

A road user who has been issued e-Challan can request for a photographic evidence of the traffic violation from Hyderabad or Cyberabad Traffic Police. Since the system and technology adopted by the traffic police is evolving, the facility to view these traffic violation images online is only available for e-challans generated after 1-May-2013. If you have a pending e-challan which has been issued before 1-May-2013 then you have to visit the traffic police station which is mentioned in the e-challan or as mentioned against your e-challan to check the photo proof of the violation.

Android App

Hyderabad Traffic Police has also provided a facility to check echallan through an Android App which allows you to also register for alerts. This will allow you to get an alert whenever your vehicle gets an traffic challan. Online payment of the traffic challan can also be done through this app. You can download this app by searching for e challan in google play store. Android app for finding any e-challan in the state of Telangana is at this link. There is no official app available for iOS platform.

Legal Action against Citizens with Pending e-Challans

eChallans have a long pendency and many road users do not pay them due to various factors. Many of them are unaware of the challans because of the following reasons:

1. Difference in Address at RTO and the present address due to shifting
2. Sale of Vehicle

While the above two reasons are the main reasons because of which a road user is unable to receive e-challan others do not pay them on time. Hyderabad Traffic Police has initiated legal action by approaching the court to identify repeat violators who do not pay traffic fines even after repeated reminders. Many such violators have been prosecuted and have been fined even more by the court. You can find more information at this link. Some repeat traffic offenders have also been jailed.

Traffic Challan User Charges

You will find another charge which is added to your total amount above. This is User or Service Charge which the Traffic Police applies to every e-Challan and is irrespective of the Traffic Rule disobeyed by a motorist. You can find further information on the User charges breakup here.

Motor Vehicle Act Sections

Everything apart eChallan is an innovative concept as it does not disrupt vehicle movement while still ensuring that a traffic violation on road gets penalized. You can experience the difference on road when a congestion on road is due to Traffic Police Personnel stopping a vehicle on road with heavy traffic for checking and issuing a traffic challan when compared to an e-challan which will not only captures the moral disrespect for the rule but also ensures that other commuters are not inconvenienced. This format has its limitation and it cannot generated challan receipt for every traffic rule you do not follow. Following is the list of Motor Vehicle Act which are covered under e-Challan.

a. No Parking
b. Over Speed
c. Stop Line
d. Wrong U Turn
e. Wrong Side Driving
f. Incorrect Number Plate

Some of the other traffic rules which are document related such as RC, DL, PUC related are not covered here.

Online and Offline Payment of e-Challan

Traffic Police has come with various methods using which a citizen can pay e-challan. At the time of writing this article a road user could pay e-challan through Netbanking, Credit/Debit Card and Cash. A citizen can also pay e-challan by swiping his Credit/Debit card on the road at the POS machine available with Traffic Personnel. This makes it easier for citizens to pay there e-challans anywhere in the city. You can learn on how to pay it online step by step at here.

Integrated E-Challan System Launched by Hyderabad Traffic Police

Hyderabad Traffic Police has launched Integrated E-Challan System which has modernized the traffic challan system. It aims to issue challan electronically and also enable ease of payment for citizens. Below is a list of steps taken up by Hyderabad Traffic Police to bring discipline on road.

Now, you can pay fine for traffic violations by just swiping a debit/credit card. Putting an end to woes of people, who have to wait in long queues at eSeva centers to pay fines, police have launched personal digital assistant (PDA) machines.

As a part of the new system, all traffic police stations in the city would have advanced PDAs with GPRS connectivity. The PDAs with wireless access to traffic police central server would be capable of generating a spot challan in the name of a particular offender, detailing even previous offences. The offender then can pay the challan amount on the spot in the form of cash or even by swiping a debit or credit card in the card reader attached to the PDA.

Revolutionary Change from Old Challan Books:

The new system will bring about radical change in the way Spot Challans are being enforced. Spot Challans will also be generated through the new system which will be linked to the Central Server at Traffic Police.

E-Challan Pending cases to be cleared:

More than 70 per cent of the e-Challans are yet to be paid by the motorists and the new PDAs will help in reducing this pendency, Additional CP (Traffic) C.V. Anand said.

Traffic police procured 150 new PDAs that will be provided to officers of SI and above rank. Motorists can view the photos of violations in the PDAs too and can swipe their card to pay the challan amount which will be immediately updated in the server.

However, the current practice of checking the motorists for pending challans through older Personal Digital Assistants will continue and motorists can pay the amount through e-Seva centres, net banking facilities or through new Personal Digital Assistants wherever possible, Mr. Anand clarified.

Mr. Reddy also handed over five Speed Laser Guns, 10 Tint Meters, 50 new Breathalyzer,  88 outdoor UPS systems, to provide uninterrupted power supply to CCTVs, and 350 wheel clamps.

Traffic E-Challan System at Hyderabad

You can check Pending E-Challan Status on your Vehicle Online here: Check E-Challan Status Online

E-challan is a non contact enforcement system to curb violations and implement stricter traffic discipline among the traffic commuters. We are generating e-challans with photo evidence only. There are two types of e- challan which are being generated. One is with Surveillance Cameras, which automatically takes the violation photos which will be printed on the challan it self. Second one is with Digital Cameras, the cops will take snap shots of the violations on the field. These photos will be stored for record purposes. The development of software for tagging all violation photos to the e-challans is under process. At present we have kept record of all the e-challan and violation information for all vehicles. You can check the e-challan status on our website. We are going to soon upload all violation photos on our web portal, the software for it is still under development.

E-Challan System at Hyderabad

In India, Hyderabad Traffic Police is the first traffic department which has developed the e-challan system with photo evidence and online payment facility. For pending payments of e-challans generated, on field traffic personals are being equipped with PDAs. Various Metro City Police Officers have visited our e-challan system and appreciated the system. Every month at an average 1.4 lakh e-challans are being generated in Hyderabad City Traffic Wing alone which accounts for only 40% of the total violations which occur on the field. To view your photograph, you will have to visit e-Challan Centre, CP Hyderabad office, 4th floor, Basheerbagh. A Software Application to upload all photographs of e-Challans onto Website is under preparation.

e Challan System at Hyderabad and Cyberabad Traffic Police

eChallan system is present in many cities of India from many years and is now being introduced in many more metro cities. The system is effective for Traffic Police as it offers an innovative way of enforcing traffic rules in a city. It is a way of non-contact enforcement of traffic rules which reduces corruption and brings transparency in overall functioning of Traffic Police. It also reduces incidents where an irate commuter argues with traffic police.

e-Challan History

eChallan which means Electronic Challan was used by Traffic Police in the early 2000's in Hyderabad city when the Govt issued a Government Order to allow issue of challans electronically in Traffic Police. Overall purpose of e Challan was to  While the initial method was to take pictures of violation through CCTV Cameras, many other devices eventually were used to generate e-challans. Following image gives you an iota of what devices are currently in use.

e Challan
e Challan

Currently e Challan is being generated by use of following methods. The methods are shown in the visual above.

1. Digital Cameras: Every Traffic Police Station(PS) has been given a certain number of Sony Digital Cameras which have been handed over to constables of the PS. Constables go around in there area and take pictures of different types of violations and come and upload them in the e challan application. eChallan is then generated by the staff through manual entry of the vehicle number.

2. Speed Laser Gun Cameras: These are special laser gun cameras which measure the speed of the vehicle and also take High resolution pictures. These high resolution pic show the vehicle number clearly with the speed of the vehicle. The vehicle number here are again entered manually. Vehicles are then issued challan for Over Speed violation.

3. Mobile Interceptor Vehicle: These vehicles intercept vehicle violating traffic rules and also carry Speed laser gun cameras with them.

4. Automatic Red Light Violation Cameras: These cameras are strategically placed at a height near Traffic Signals and are connected to it. They are triggered every time a traffic signal changes from Red Light to Green Light. They have High Resolution Cameras attached to them which take a picture of all the vehicles beyond the stop line every time the signal changes. All vehicles are then issued a eChallan.

5. CCTV Surveillance Cameras: Traffic Police has installed over 300+ CCTV Cameras at various Traffic Signals which are monitored by Traffic Personnel from a centralized CCTV Surveillance Monitoring Center. The staff here takes snapshots of traffic violations and traffic challans are generated upon them.

6. Facebook Page: Traffic Police also accepts Traffic Violation Pics form citizens on Facebook and generates eChallan on vehicles. While this is done on case to case basis after evaluating each violation picture. This is not done for all pictures uploaded by netizens.

Violations Covered under eChallan
This may vary from city to city depending on the tools used to generate echallan but most of the cities cover the following violations under eChallan.

Ooops! Got a wrong E-Challan?

We take all precautions to see that only genuine violators of motor vehicle Act and road rules are punished. Now we are also collecting the images of all violations along with date and time and storing them in our archives. Chances of wrong person getting penalized are certainly less. However, sometimes mistakes do happen possibly due to
  • Our traffic cops zeroing on a wrong person by overlook.
  • Someone using your registration number to his vehicle.
  • The person whom you had sold the vehicle may not have got it officially transferred on his name.
  • Errors in our databases
