Who are allowed to keep Red/Blue Beacons or Lights on top of there Cars, Vehicles?

We come across various vehicles on road which have special beacon lights atop themselves. These vehicles by virtue of these beacon lights get special privileges on the road. Let's find out which vehicles are allowed to have these lights as per law.

Under clause (iii), Rule 108 of the MVA, 1989, the Central Government has a list of vehicles carrying high dignitaries which are permitted to use:


Red Light with Flasher in the top front of the vehicles, while on duty anywhere in the country:-
  • President 
  • Vice-President 
  • Prime Minister 
  • Former Presidents 
  • Deputy Prime Minister 
  • Chief Justice of India 
  • Speaker of the Lok sabha 
  • Cabinet Ministers of the Union 
  • Deputy Chairman, Planning Commission 
  • Former Prime Ministers 
  • Leaders of the opposition in the Rajya Sabha and Lok Sabha 
  • Judges of Supreme Court. 

Red Light without Flasher on the top front of the vehicle, while on duty anywhere in the country:
  • Chief Election Commissioner 
  • Comptroller and Auditor General of India 
  • Deputy Chairman, Rajya Sabha 
  • Deputy Speaker, Lok Sabha 
  • Ministers of the State of the Union. 
  • Members of Planning Commission 
  • Attorney General of India 
  • Cabinet Secretary 
  • Chief of Staff of the three services holding ran of full General or equivalent rank 
  • Deputy Ministers of the Union 
  • Officiating Chiefs of the three services holding the rank of Lt.General or equivalent rank. 
  • Chairman, Central Administrative Tribunal 
  • Chairman, Minorities Commission 
  • Chairman, Scheduled Castes and Scheduled Tribes Commission 
  • Chairman, Union Public Service Commission 

According to Rule 313 , Andhra Pradesh Motor Vehicle Act, 1989 the following dignitaries can use RED LIGHT on top front of the vehicle:

  • Governor of Andhra Pradesh and Telangana 
  • Vehicles escorting the vehicle of Governor 
  • Chief Secretary to Government. 
  • Director General of Police. 
  • Chief Justice of the High Court. 
  • Judges of the High Court. 
  • Lokayukta. 
  • Chairman, A.P.Administrative Tribunal. and Telangana 
  • Vice Chairman, Central Administrative Tribunal. 

Acc. to Rule 314 of A.P.Motor Vehicle Act, 1989, the following dignitaries can use BLUE LIGHTS on top front of the vehicles:

  • Chief Minister of Andhra Pradesh and Telangana 
  • All Ministers 
  • Chairman, State Planning Board. 
  • Speaker of A.P.Legislative Assembly and Telangana 
  • Chairman, A.P.Legislative Council. and Telangana 
  • Deputy Speaker, A.P.Legislative Assembly. and Telangana 
  • Deputy Chairman, A.P.Legislative Council. and Telangana 

In case the vehicle fitted with Red or Blue light on top front is not carrying dignitaries, then such light shall not be used and be covered by a black cover.


What are the actions taken on them who misuse and keep Beacons on cars?
If the vehicles found misuse and keep Beacons on cars we will book the cases under M.V. Act rules against the Violators.

Police Commemoration Week will be observed from 15-10-2013 to 21-10-2013. In view of this, Painting & Cartoon Drawing, Essay and Elocution competitions will be conducted for High School level students. The topics, schedule and prize amount for the events follows as below:

I. TOPICS:

1) Essay Writing

English: Role of Public in Police duties
Urdu : Police Khidmaat Main Awam Ka Taawun 
2) Elocution
Telugu : Police Vidulalo Prajala Bhagaswamyam

Urdu : Police Khidmaat Main Awam Ka Taawun 
3) Painting : Job of Police man
4) Cartoon Drawing : Job of Police man

1st Prize - Rs.5, 000/-
2nd Prize –Rs.3, 000/-
3rd Prize – Rs.2, 000/- 
V.GENERAL INSTRUCTIONS:-

1) Two or three nominations will be accepted for each event from one school.

2) The participants must bring all the required stationery items for Painting and Cartoon Drawing competitions. (Pencils, Sketches, Scales, Pads, Colours etc...)

3) The organizers will only provide drawing sheets for Painting and Cartoon Drawing competitions.

4) Each participant will get a Prize and participation certificate issued by Director General of Police, Andhra Pradesh.

5) All the participants should attend for the prize distribution ceremony at Jawahar Bala Bhavan on 19-10-2013 without fail. 

6) Interested students may be sent to Science exhibition at Forensic Science Laboratory, Red hills, beside Nampally L&O PS, Hyderabad on 19-10-2013 at 10.30 a.m. to 05.00 p.m. 


Prize distribution function will be held on 19-10-2013 at 03.00 PM at Indira Priyadarshini Auditorium, Public Gardens, Nampally where prizes will be awarded by Sri.Anurag Sharma, IPS, Commissioner of Police, Hyderabad City. The Press Reporters are invited for occasion.

Whenever you come across rash driving by APSRTC, note the number and register a complaint with APSRTC at there toll free number 1800 200 4599




Passengers who gets trouble in APSRTC  buses can now give complaint at the grievance cell in Hyderabad. Call to 99592-26126 between 9.00 a.m. To 9.00 p.m to complaint. Status can also be checked for complaints after 3 days and the action taken.
